Subsidary President and General Manager

NIC Inc / Des Moines, IA

• Owned the development and implementation of the State of Iowa's content management platform. The platform allows a fully featured, mobile first agency website to be delivered in a matter of days. To date more than 30 agency websites have been launched using the Drupal-based platform.
• Implemented Agile, ITIL and contract management processes to improve service delivery, operational maturity and partner satisfaction. Oversaw the implementation of the Atlassian suite of tools.
• Repaired existing and established new relationships with state agency customers; identified tangible new revenue to increase total revenues by 88%; expanded portal operations, increasing the total number of projects delivered by 133% and completing 35 new revenue generating projects in one year; decreased operating expenses by 8% in 2015 and by 3% YTD in 2016.
• Created a local government payment processing line of business, adding nearly 3% in recurring annual revenue.

General Manager

NIC Inc / Olathe, KS

• Initiated and owned eGovExpress (EGX) - NIC's advanced, mobile-first authentication and centralized payment platform. As product owner, developed the product vision, conducted market research, developed product requirements, established the initial product roadmap and worked with the project team to create and groom the product backlog.
• Provided product management and technical architecture expertise for a major federal sales initiative including reverse engineering a massive federal data repository, developing a reference web application as well as managing the development of a to-be-released native mobile product for the federal government.
• Provided product, project and technical leadership for a number of simultaneous high visibility, mission critical projects across the country, including:
  • Consulting and management of the SharePoint-based Wisconsin.gov project.
  • Providing technical leadership for native mobile applications for Connecticut, and Montana.
  • Provided market analysis, research and developed comprehensive requirements and design proposals for the City of Indianapolis, IN website redesign.
  • Assisted several business units with implementing Agile processes and tools.

Subsidiary President and General Manager

NIC Inc / Harrisburg, PA

• Signed a 5-year enterprise state contract valued at $10M annually.
• Managed all aspects of the company's largest subsidiary startup including hiring, partner relations, governance and oversight, office setup, process implementation, and business development.
• Architected and oversaw the implementation of a Microsoft-based hosting environment dedicated to the Commonwealth of Pennsylvania’s digital government initiative.
• Led a large .Net development team; architected and oversaw the implementation of the SharePoint-based PA.gov and several mission-critical, high volume .NET web applications.

Subsidiary President and General Manager

NIC Inc / Charleston, WV

• Grew net earnings by 140%, adding 59 new web applications and tripling the number of revenue generating projects in a two-year period.
• Oversaw the successful implementation and expansion of the West Virginia Vehicle Registration System. VRS accounts for more than 8% of NIC’s West Virginia subsidiary’s revenue each year, and has subsequently been implemented in a number of states across the U.S.
• Architected and oversaw the implementation of the first version of NIC’s Enterprise Conference Mobile Product, MyEvents2Go.
• Negotiated NIC’s first sole-source enterprise contract rebid.
• Managed a highly motivated, successful team with 0% voluntary turnover.

Director of Marketing and Operations

NIC Inc / Charleston, WV

• Architected and implemented WV.gov, the first SharePoint 2007 enterprise government portal in the United States.
• Architected and oversaw the implementation of a Microsoft-based hosting environment dedicated to the State of West Virginia’s digital government initiative. Created a line-of-business utilizing Microsoft SharePoint resulting in 3% of gross revenue annually
• Architected and oversaw the implementation of a Suspicious Activity Reporting product. This .Net and native mobile (iOS & Android) product has been reused in several states across the country.
• Provided SharePoint training and consulting to NIC subsidiaries.

• Oversaw the design, implementation and transition to a new data center environment. Personally upgraded and transitioned more than 65 business critical applications.
• Implemented modern project management and software development best practices to improve service delivery and operational efficiencies.
• Helped establish corporate security policies, procedures and best practices as a founding member NIC’s Security Committee.
• Developed content management, authentication and payment frameworks to mitigate risk and improve productivity.
• Managed a diverse, highly effective team that launched 57 new web applications in just over a year.
